High Risk Traffic Stop Instructor Course

PURPOSE OF COURSE: This Two-day, 16-hour course is designed to provide officers with the knowledge, specialized tactical skills, and associated presentations and materials they will need to develop, implement, and teach High Risk Patrol Traffic Stops to their officers.
COURSE DESCRIPTION: The focus of this program is to certify your department instructors to teach high risk traffic stops. This course is designed to incorporate basic tactical knowledge, awareness, and skill sets, when performing and teaching this high-risk patrol operation.
COURSE GOALS: To provide students with an opportunity to:

Understand the need to integrate high risk traffic stops skill sets into patrol operations.

Identify and discuss high risk traffic stop case law; legal justification; IVC utilization; safety priorities; use-of-force and the established safety priorities.

Assist participants in demonstrating practical knowledge and performance ability while conducting high-risk traffic stop operations, to include: Probable cause; vehicle positioning; verbal commands; suspect custody; vehicle clearing techniques; firearms handling/deployment skills.

Allow students the opportunity to participate in and conduct realistic scenario-based training.

Allow the students the opportunity to conduct platform, performance and scenario-based training, preparing them to teach High Risk Traffic Stop Tactics and Techniques.
COURSE PREREQUISITES:

This course IS NOT a beginner’s course. It is designed for those who have a basic understanding and practiced knowledge of High-Risk Traffic Stops. Attendees should be established department instructors / FTO’s / Range Instructors and those responsible for use-of-force / tactical training.

Course participants should be physically capable of operating in physical situations, and may be required to sprint, kneel, and perform police tactical skills. If an officer is physically incapable of performing these physical tasks, please do not register to them to attend.

Park in the west lot – enter the building at the double doors next to the base of the communications tower.
Classroom first thing in the morning – no tactical gear needed in the classroom.
All of the below listed equipment is required for the tactical training sessions after the short introductory classroom session.
Required Equipment:
- Department Vehicle - Patrol / Unmarked / UC Car
- (one of the three is okay)
- Patrol Ballistic Vest – Concealed or outerwear
- Duty pistol Belt w/ pistol
- Patrol Rifle w/Sling, Light & Chamber Blocking Device.
- Protective Impact Resistant Safety Glasses
- Hand Held Ballistic Shield – If Applicable
- Water / Sport Drinks to Maintain Hydration
- Converted Training Pistol & Rifle for Scenarios with Marking Rds.
- Head & Neck Protection for Scenarios
- 50 Marking Handgun Training Rds.
- 50 Marking Rifle Training Rds.
The course requires every attendee to be equipped with a converted patrol rifle and pistol that shoot marking cartridges. A limited supply of converted pistols and AR15 drop in bolts will be available for those that do not have their own converted weapons. Officers are required to have converted weapons and supply their own marking ammunition. Officers must have a minimum of 50 rifle marking rounds and 50 pistol rds (any color).
Officers should also bring protective mask and neck protection if available. Acceptable marking rounds include: 9mm Simunition / 9mm & .223 UTM & Force-on-Force Brands. Airsoft is also acceptable.
ITOA can provide you with Patrol Rifle Conversion Kits and Glock 17T Converted Pistol. We also can provide limited number of marking rounds if you do not have access to them.
