The Illinois Tactical Officers Association, NEMRT and the Elgin Police Department are pleased to offer this dynamic instructor training & certification opportunity:

Realistic Scenario Based Training Instructor & Safety Officer Course

Dates: November 6-7-8, 2024    Times: 9am-5pm  

Location: Elgin IL.

PURPOSE OF COURSE: This Three-day, 24-hour course is designed to provide your department trainers with the philosophy, concept, operational practices and safety protocols when conducting scenario-based training sessions. The course is designed for law enforcement trainers who will be conducting Realistic Scenario-Based Training, by systematically planning, developing and conduct scenario-based training sessions.

COURSE DESCRIPTION: The focus of this program is to certify your department instructors to conduct hands-on scenario-based training in a realistic environment, utilizing converted training weapons and live role players. This course is designed to incorporate basic patrol operational tactical knowledge, awareness, core skills and performance into teaching and/or testing scenarios. 

COURSE GOALS:  The goals of this program are to equip trainers with the knowledge, skill sets, safety protocols, scenario outlines and course material to conduct and teach Realistic Scenario-Based Training concepts, protocols and processes. The ultimate goal of the course is to provide a comprehensive, all-inclusive training plan and safety protocol process that is required when conducting scenario-based training.

Departments need experienced and well-prepared trainers to conduct realistic scenario-based training. Graduates of this course will be prepared to conduct, mentor and coach their students, while taking on this demanding educational role.

Providing their students with realistic scenarios that include defined goals, objectives and methodology, will greatly enhance an officer’s confidence, competency and ability to perform their job to the high standards required in today’s law enforcement profession.

COURSE OBJECTIVES: Students who complete this course will have the philosophy, knowledge, course material, scripted scenarios and supporting documentation to be able to do the following:

  • Articulate what the Realistic Scenario-Based Training concept is, what the objectives of this process are and why a systematic, scripted approach results in a safe, dynamic learning environment for law enforcement officers. 
  • Learn and practice scenario development, scenario scripted goals and objectives, site surveys, training location risk assessment and hazard mitigation.
  • Be able to articulate, demonstrate, perform and teach Realistic Scenario-Based training sessions. Integrating the full spectrum of police use of force options, to include: Crisis Intervention Tactics, Deadly Force, Verbal Dialog, De-Escalation Tactics, Active Threat Response, High Risk Vehicle Stops, Less Lethal Options (12 Gauge LL & Taser Application) and Emergency Medical Intervention.
  • Understand and be able to articulate, demonstrate, perform and teach weapon & safety gear conversion, inspection and protective gear requirements and placement methodology.
  • Better ensure that student officers' tactical approach, control strategies and use of force selection options give them the maximum possible response options, minimizing the potential for the encounter to escalate and maximizing officer safety practices.
  • Understand and be able to articulate the practical application of the “Graham Factors” and 5/7-5 Peace Officers Use of Force When Making an Arrest, as students develop and implement their response, approach and interaction strategies in each scenario.
  • Recognize and be able to perform scenario script development, based on the stated goals, objectives, desired teaching points and performance development.
  • Provide participating officers the opportunity to practice self-regulation and emotional control in order to maintain their rational thinking processes, regardless of the intensity of the situation.
  • Recognize and be able to articulate that appropriately designed and conducted scenario-based training models can assist officers as they develop their ability to incorporate the concepts of "fair and impartial" and "rightful policing" principles. 

COURSE PREREQUISITES: Recognizing that Scenario-Based Training Instructor & Safety Officers will be the subject matter experts at their department, the prerequisite standards for admission into this program must reflect the significance of the position. The individuals selected for this program should be well established instructors with a broad spectrum of instructor experience, reflecting the importance of this position.

Attendees to this class should be:

  • An instructor within their own agency, with a strong pedigree of instruction experience and numerous instructor areas of knowledge, which should include areas such as: firearms, patrol tactics, use of force, active threat response, emergency medical, Taser & 12 gauge less lethal.

End User (preferably Instructor) Training required to attend this course in the following areas are:           

  • 1.      Use of Force
  • 2.      Pistol / Rifle
  • 3.      High Risk Traffic Stops
  • 4.      High Risk Patrol Tactics
  • 5.      Active Threat Response
  • 6.      Taser
  • 7.      CIT

NOTE: Officers with the ITOA Tactical Patrol Officer (TPO), Master TPO and/or the Illinois Active Threat Master Instructor designations meet all of the requirements to attend this course.

COURSE INSTRUCTORS / MATERIAL: The course instructors are ITOA & Illinois Master Tactical Instructors, with decades of experience teaching and conducting Realistic Scenario Based Training. They who will be following nationally recognized best practices & tactics that are recent and relevant to Patrol Officers.

Instructors for this course may include:

Chief Edward F. Mohn (ret.) the ITOA President and Director of Training for ITOA & the SWAT team he serves on. Ed has 25+ years of experience conducting Realistic Scenario Based Training for Patrol & SWAT. Ed is a Medal of Valor Recipient and has been at the forefront of developing multiple training programs at the state and national level. 

Deputy Chief Greg Poulos (ret.) ITOA Master Instructor with 20+ years of experience conducting Realistic Scenario Based Training for patrol & SWAT. A former SWAT Entry Team Leader, he is his Departments Training Coordinator. Greg is a Medal of Valor recipient and one of ITOA Lead Tactical Firearms Instructors.

CMDR. Rickey Smith is the ITOA Vice President and a SWAT Team Commander with 20+ years of experience conducting Realistic Scenario Based Training for Patrol & SWAT. Rickey is a USMC Combat Verteran and Purple Heart Recipient. He is an ITOA Master Instructor and also his Departments Training Coordinator. Rickey is also ITOA’s Lead Tactical Firearms Instructor and committee chairman.

CMDR. Jason Leavitt (ret.) ITOA Master Tactical Instructor with 20+ years of experience conducting Realistic Scenario Based Training for Patrol & SWAT. A former SWAT Shield Operator & SWAT Team Commander, Jason is the recipient of the Police Medal of Honor.
