The annual training conference advances the education and professionalism of law enforcement officers, particularly those in emergency response functions. The first conference drew 160 officers and subsequent conferences have drawn more, with the 2003 conference attended by 700 officers throughout the United States. The annual conference is typically held in November in west suburban Chicago.
Planning for the I.T.O.A.’s 23rd
Annual Training Conference is nearing completion. The conference will be held November 21-23, 2010.

Remember that registration is limited, therefore registration will be accepted on a first-come, first-served basis. Registration must include your payment (check, charge card information, or department purchase order). Conference registrations will be accepted until Monday, November 1, 2010 (or until maximum capacity is reached), whatever comes first.
There will be no registrations accepted after this date and there are No Walk-Ins at the conference. A confirmation will be mailed to you upon receipt of the above. Again register early, so that you won’t miss this outstanding training event.
As in past years, conference attendees will be able to attend special presentations on Sunday afternoon. Also, vendors will be set up on Sunday afternoon to participate in Vendor Appreciation Night which will follow the presentations. The day is capped by the I.T.O.A.’s Hospitality Room. Don’t miss this first day of the conference. Monday begins with our annual business meeting that includes an election of officers. After the opening speaker and the main presentation, attendees again will enjoy the conference’s break-out sessions that last 90 minutes each. These sessions include a variety of topics for the attendees to choose from. Seating at these sessions is on a first come, first-served basis. The evening includes our annual training banquet with another outstanding speaker and of course the always friendly and informative hospitality room. Tuesday will continue with the break-out sessions by our outstanding presenters. Our organization continues to grow and our conference is always at maximum capacity. Don’t take a chance of missing out on this great training opportunity, register early. We look forward to seeing you there.

Conference Format
ITOA kicks off the two-day conference the day before on Sunday with early conference check-in, special presentations, and Vendor Appreciation Night. Officers who travel from all over Illinois and the rest of the United States, check-in at the hotel and the conference, attend the special afternoon sessions, and then check-out the vendors.
Sunday
- Conference check-in.
- Two special presentations in the afternoon.
- Vendor Appreciation Night.
The vendors provide a conference preview of their law enforcement offerings over appetizers to show their appreciation of ITOA members. Past conference attendees find the vendor preview eye-opening and lets them focus on the conference sessions over the next two days. ITOA encourages conference attendees, traveling and local, to check-in the day before and check-out the vendors.
Monday
- Continental breakfast.
- Conference check-in.
- Short ITOA Business Meeting to review operations and elect new ITOA Board Members.
- The main session occupies the rest of the morning.
- Lunch.
- The afternoon breakout sessions provide a smaller class size and more intimate contact with the instructors.
- Learned enough and want to compare notes? Network during the cocktail hour in the vendor area and check out the vendors.
- Follow it up with the Banquet Dinner which recognizes outstanding members and honors a modern day role-model hero.
Tuesday

- Breakout sessions repeat to provide more exposure.

The conference consists of Special Presentations on Sunday, Main Sessions on Monday and Tuesday, Breakouts on Monday and Tuesday afternoons, and a Banquet Speaker on Monday evening.

Banquet Speaker - 2010 Conference
2010 Presenter Mike Hillman – Retired LAPD Assistant Sheriff Michael Hillmann joined the Orange County Sheriff’s Department in September 2008 after serving for nearly 42 years with the Los Angeles Police Department. His name is well known in law enforcement for his leadership skills. Chief Hillmann received the prestigious Sherman Block Award shortly before joining the Sheriff’s Department. That citation said in part: “Michael Hillmann has dedicated his life to raising the standards of the law enforcement profession, and the entire Los Angeles Police Department has benefited from his presence among their ranks. As a pillar of the Los Angeles Police Department, and the entire Los Angeles community, as well as being the personification of excellence in police work, Deputy Chief Hillmann is highly worthy and deserving of receiving the Sherman Block Law Enforcement Professional of the Year Award.”
